Localization of extension size is truncated in Spanish (es-ES)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Have browser showing text in Spanish
2. Have an extension with size <1 MB
3. show the details of the extension

What is the expected behavior?
Shows the file size

What went wrong?
long text got truncated replaced with ... 
seems to be unnecessary.

Did this work before? N/A 

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Reporter@ Thanks for the issue.

Able to reproduce this issue on Windows 10 and Ubuntu 14.04 using the latest Canary 65.0.3322.3 and Stable 63.0.3239.132 by following the steps mentioned in the original comment.
Note: Not able to test this issue on Mac OS as on clicking Details link on a extension, webstore page is getting opened.

Can observe that file size is getting truncated and shown as ... in chrome://extensions when Chrome language is set to Spanish.
Attached is the screen shot for reference.

This is a non-regression issue as it is observed from M50 Chrome builds. 
Hence, marking it as Untriaged for updates from dev team.
