input range on rtl pages doesn't track mouse correctly

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3319.0 Safari/537.36 Steps to reproduce the problem: 1. create html page with direction:rtl 2. put any element offset the screen 3. put input type="range" 4. mouse cannot control the range toggler correctly What is the expected behavior? range toggler should move correctly on mouse click/drag What went wrong? the toggler is no longer controlled correctly Did this work before? N/A Does this work in other browsers? Yes Chrome version: 65.0.3319.0 Channel: n/a OS Version: OS X 10.12.5 Flash Version: Shockwave Flash 28.0 r0 If you changed direction:ltr it works properly

Able to reproduce the issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #65.0.3319.0 and latest canary #65.0.3322.0. But the issue is very inconsistent and hence, won't be able to provide bisect results. Hence, marking it as untriaged for further inputs from dev team. Thanks...!!
