4. mouse cannot control the range toggler correctly

What is the expected behavior?
range toggler should move correctly on mouse click/drag

What went wrong?
the toggler is no longer controlled correctly

Did this work before? N/A

Does this work in other browsers? Yes

Chrome version: 65.0.3319.0 Channel: n/a

Able to reproduce the issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #65.0.3319.0 and latest canary #65.0.3322.0. But the issue is very inconsistent and hence, won't be able to provide bisect results.
Hence, marking it as untriaged for further inputs from dev team.

Thanks...!!

Able to repro. Navid, could you investigate and triage as needed? Thanks.
