Downloading and when I connected WiFi so downloading task automatically restarted

When download some files and our data fully used and connect to WiFi so download data resume and download properly What went wrong? 1. drive.google.com does send the strong validators(Etag or last-modified header). As a result, the download cannot be resumed, has to restart from beginning
