Desktop Shortcuts no longer work

Issue descriptionChrome Version : 63.0.3239.132 What steps will reproduce the problem? (1) Menu > More Tools > Add to Desktop on any url What is the expected result? Shortcut will open the url that was added. What happens instead? Shortcut opens new tab instead of the url.

totorigp@ Thanks for the issue. Tested this issue on Windows 10 on the latest Canary 65.0.3321.0 and Stable 63.0.3239.132 and unable to reproduce this issue by following the below steps. 1. Launched Chrome and Navigated to a website eg. www.facebook.com 2. Clicked on Wrench Menu -> more tools -> Add to Desktop and added www.facebook.com to Desktop. 3. On Desktop, Double clicked on the desktop shortcut and facebook login page is opened. Attached is the screen cast for reference. Request you to please check and confirm if anything is missing from our end in reproducing the issue. Also request you to please retry the issue on a new chrome profile without any flags/extensions and udpate the thread with the observations. Thanks..

Thank you for checking on my issue. I have found out that the desktop shortcut does work for http://www.facebook.com/. However, it does not work for https://tweetdeck.twitter.com/ , and most likely on other urls that does not start with www. Many of my desktop shortcuts do not start with www. I have turned off all extensions and changed all the flags to default and the issue still persists.

Retried the issue again on Windows 10 on the latest Canary 65.0.3322.3 and Stable 63.0.3239.132 with the given URL https://tweetdeck.twitter.com/ and unable to reproduce the issue. Attached is the screen cast for reference. Requesting someone from UI>Browser team to please look into this issue and help in further triaging. Thanks..

After doing a completely fresh install of Google Chrome, I have resolved the issue. Thank you for the help.
