Night Light does not reliably turn on and off at Sunset/Sunrise

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.140 Safari/537.36 Platform: 10032.86.0 (Official Build) stable-channel eve Steps to reproduce the problem: 1. Enable Night Light flag 2. Set Night Light to "Sunset to Sunrise" schedule 3. Wait until Night Light is enabled at Sunset 4. Close Chromebook, wait until after Sunrise 5. Open Chromeook, note Night Light is still enabled What is the expected behavior? Night Light should be off between Sunrise and Sunset, and on between Sunset and Sunrise What went wrong? Night light is still enabled after sunlight Did this work before? No Chrome version: 63.0.3239.140 Channel: stable OS Version: 10032.86.0 Flash Version: 28.0.0.137 I suspect this is caused by ChromeOS being in sleep mode when the transition is meant to kick in. I don't know for sure though.

Also reproducable in version 64.0.3282.134 (Official Build) beta (64-bit), when using schedule is set. Most likely caused by laptop being asleep when the disable time occurs.

Noting that the Night Light also turns on at random times. Build 63.0.3239.140 (64-bit) Stable The Night Light will turn on at unspecified time, maybe when it's in the afternoon (3:00 PM) and will turn on, when the schedule is set to turn on at 8:00 PM. -Camdyn-

The Night Light feature hasn't been fully launched yet, but is targeted for an upcoming release.

This has started happening to me on 68.0.3416.0 10635.0.0 (Official Build) dev-channel eve. It did not previously happen on M67.
