Chrome zooms while scrolling when control key pressed

Reported by loop.inf...@gmail.com, Jan 14 2018

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Scroll up or down with trackpad
2. The page will keep scrolling depending how hard you scrolled with your trackpad.
3. While the page is scrolling, you hit control key, and the page is zoomed.

What is the expected behavior?
The page should not be scrolled.

What went wrong?
I think the problem is because Chrome doesn't check whether the control key is pressed first, or the user scrolled first.

If the control key is pressed and the user scrolled, the page should zoom.
If the user scrolled first and the control key was pressed later, the page should not be zoomed.

Did this work before? N/A

Chrome version: 63.0.3239.132 Channel: stable

------------
