Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3320.0 Safari/537.36 Steps to reproduce the problem: 1. Testcase: https://jsfiddle.net/8fc2g0u0/1/ 2. Firefox passes the testcase. 3. Click on the ToTOP link at bottom. What is the expected behavior? Just noticed that both linked test cases, only add "scroll-behavior: smooth" to the body element, not the html element, which appears won't enabled the smooth effect.

A general issue regarding the propagation of scroll-behavior from the body element to the viewport scroller makes this issue appear irrelevant. Firefox is going to remove the propagation, believed to be an error in implementation as well as an all around bad practice. No one else has said the spec should be changed.
