Strange thing is if I use a file explorer e.g. file commander and manually put mp3 files into the "notification" folder, the sound will play.

If you put sound files in the Downloads folder, then you can select it in the Android app of your choice and it will show up in the list of tones to select and play the sound when a notification arrives. The culprit is that there is apparently no files at all for this purpose from the factory.

But there are a couple of "tones" listed in the apps, which play nothing.
