Chrome Dev Tools not appearing within viewport on launch

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Launch dev tools
2. Observe that dev tools does not appear on the screen in either monitor in a double monitor display
3. 

What is the expected behavior?
For dev tools to show up on the screen where it is visible to the user and able to drag it 

What went wrong?
I think I may have accidentally dragged dev tools too far off the viewport and now every time I launch dev tools it seems to always start in that location, which I am not able to reach since it is not on the screen.

Did this work before? N/A 

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 10.0
Flash Version: 

Please let me know how this can be resolved if it is a bug. Thank you.

tarajchan98@ Thanks for the issue.

Tested this issue on Windows 10 on the latest Canary 65.0.3323.0 and Stable 63.0.3239.132 on a dual monitor setup and unable to reproduce the issue by following the below steps.

1. Launched Chrome on the primary monitor and opened Dev tools.
2. Dragged the chrome window to the second monitor and Dev tools can be seen.
3. Retried the issue by duplicating the displays and no issue is observed.

Request you to please retry the issue on a new chrome profile without any flags/extensions and update the thread with the behavior.

Thanks for the report.  I'm also unable to reproduce this issue.  As comment #2 says, you could try using a new Chrome profile, but this would not carry over your old data.

After some online searching, this seems to be a problem affecting other applications on Windows as well, so I'm marking as WontFix.  Some forums online seem to offer solutions that others have found to work:
