Duplicate old and new file versions

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Open site
2. Modify css file and upload it
3. Dev tools shows both versions old and new for same element, old one being preferred 

What is the expected behavior?
New version only should be used

What went wrong?
After uploading new css file on the server, in dev tools you see both old and new version for the same element from the same file.  It's like it's using both the cache and the new file at the same time, even though when you open the css in new tab, it shows the correct new file. The design doesn't refresh because it's preferring the old version.

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 10.0
