Bookmarks not refreshing after moved

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://bookmarks
2. Move a bookmark to the other place (same or other folder)

What is the expected behavior?
When moved, bookmark should appear in new place instantly (auto refresh)

What went wrong?
Moved bookmark stays at the same place until the whole page is refreshed (F5 key/UI button)

Did this work before? Yes I don't know, but it worked for sure a few days ago.

Chrome version: 63.0.3239.132  Channel: stable

Unable to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3318.0 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Navigated to chrome://bookmarks/
3. Tried changing the place/position of bookmarks from the list.
We are to notice the change in position took place instantly without any delay. Attaching the screen cast of the same.

@Reporter: Could you please check the screen cast and let us know if we have missed any steps while reproducing the issue.

Looks like it works right now for me too. Realized that it may have been caused by hibernating the PC for a few days in a row, which is quite probable. When not rebooted, it becomes buggy. Really sorry for inconvenience, but you may imagine that it was annoying. Next time I am gonna reboot and triple check before posting.
