Race condition in the display of favicons in Bookmarks bar

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
BB: Bookmarks Bar

1. Create at least 2 bookmarks in the BB
2. In a Tab, click on first one, and quickly click on the 2nd one
3. Sometimes, the 2nd site is displayed in the tab as expected, but its shown favicon in the BB changed and is now the one of the 1st site

What is the expected behavior?
Favicons shouldn't change in the BB

What went wrong?
Race condition:

 → clicking on (1) 1st site in BB makes a request to get its favicon
 → quickly clicking on (2) 2nd  site in BB tells Chrome "last clicked BB site is (1)"
 → when the favicon response comes, Chrome sets the last clicked BM to that (while it should compare the favicon response URL with the BM URL)
 → depending on how fast the favicon response from (2) comes, the icon may keep being wrong for some time

[ anyway, the new BB seems buggy, as when Chrome starts it seems it needs to reload all favicons, instead of trusting the local cache ]

Did this work before? Yes not sure, ~a month ago

Unable to reproduce this issue on reported version 63.0.3239.132 using Ubuntu 14.04 and Ubuntu 17.10 with steps mentioned below.

1. Marked youtube and facebook search results as bookmarks to bookmarkbar
2. Clicked on youtube bookmark and immediately clicked on facebook search results bookmark.
3. No change in favicons are seen. Attaching screencast for reference.

@Reporter: Could you please check the steps/video and let us know if we miss anything. If possible please guide us with a screencast to check this issue. This would help in further triaging of the issue from the TE end.

It seems it might be not so easy to reproduce.
I tried with SO (stack overflow) and a slow site, say, hum, slashdot. Couldn't work.

But, with SO and Google News (French, but US should equally work), the News icon changed to SO for a few seconds, then went back to Google News.
Please see the commented screenshots on the PNG attached.

At times, I could get the icon to stay until the page is loaded again or the browser restarted. 

Anyway maybe not such a big deal. Just the the way the favicons mgt changed (first screenshot) + this, maybe there could be a deeper problem.

Thanks for taking care of this.

Btw, if it matters, it's a plain Ubuntu 16.04.2 (dual boot) on a Macbook 2015.

Oh, and the mouse was still on the Google News icon, if that matters (too).

Checked the issue on reported version 63.0.3239.132 using Ubuntu 14.04 with Stack overflow and Google News(English). Inconsistent behaviour is seen when trying to reproduce this issue. Issue is reproducible twice in ten times in 63.0.3239.132, not reproducible in 63.0.3239.0 and 64.0.3242.0 dev builds.

Issue is not reproducible on Windows 10 and Mac 10.13.1.

As the issue is inconsistent but reproducible marking this issue as Untriaged and removing Needs-Bisect label.

Could someone from UI>Browser>Bookmarks team please have a look at this.
