Link away from scrolled dynamically loaded content, then "back' returns to top of page.

Reported by alwynal...@gmail.com, Jan 13 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. http://apa.hopto.org/4google.html scroll to bottom
2. click any link
3. click 'back'

What is the expected behavior?
Back to the clicked link. Edge and Firefox do this.

What went wrong?
Chromium doesn't account for the loaded content.

Did this work before? No

Chrome version: 63.0.3239.132 Channel: stable
OS Version: 10.0
Flash Version: None

Back in 2014 they were writing .js to get this correct:

https://stackoverflow.com/questions/25168861/take-user-back-to-where-they-scrolled-to-on-previous-page-when-clicking-browser

Similarly, refresh when scrolled down on the page jumps to the top.

Able to reproduce the issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #63.0.3239.132 and latest canary #65.0.3321.0.
This is a non-regression issue as it is observed from M50 old builds.

Hence, marking it as untriaged to get more inputs from dev team.

Thanks...!!
