autotest: add platform_InitLoginPerf

Adds tests for gathering performance data for logins and first
boot initialization.

Upload InitLoginPerfServer results to dashboard

This CL makes the results of platform_InitLoginPerfServer test
automatically uploaded to chromeos perf dashboard.

We probably need tests for the following 3 cases:
1. Login happens before TPM is initialized.
2. Login happens after TPM is initialized.
3. Login and TPM initialization happen at the same time.
