Windows (rarely) freezes upon expanding an item

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: Too rare to reproduce What is the expected behavior? What went wrong? Hi, earlier I reported this: https://bugs.chromium.org/p/chromium/issues/detail?id=798724#c1 And was asked to report again if it reoccurred, which it did. This time around, windows froze upon expanding a dropdown box on a page running in localhost. Since an object was also expanded on the last time this occurred, this seems key to whatever is happening. The dropdown is a good old select with text inside, the expanded image mentioned in my previous report has some div structure and uses expando-box. This time around I could not confirm whether the "waiting for cache" message showed, as I had a download bar open. See the original report for more details, mostly the same behavior in both cases, though this time my fans didn't stop blowing for the few minutes I waited I still haven't experienced such freezes on anything else Did this work before? The issue is rare, it happens perhaps once every 10,000 times at most, so can't be easily reproduced. If I turned the few extensions I have off, I still wouldn't be able to tell you in a month whether the problem persists if it never occurs. Because of the rarity of the problem, I don't think there's any real way of reproducing it without automated testing. Scanning through your code may also be a valid option, because I assume there aren't that many sections that it can be in. It seems to be involved with expanding items on page, seems to do have to do something with the cache, and it needs to somehow be able to kill windows, drivers or the cpu off. The screencast also shows you doing something different than what I did when the freeze occurred. It's about expanding an object while remaining on the same page, not clicking a link. Instead of clicking the link, the square gray button below the link was clicked. This should expand the image on page, shifting other objects downwards.

As per comment #2, the issue seems to happen in 1:10000 ratio frequency which may require automated testing to reproduce the issue. Hence, adding label TE-NeedsTriageHelp for further investigation from dev team. Thanks...!!
