fsamuel: If you look at the bisect in #10, it's pretty clear the culprit is "RELAND: Surface synchronization: Enable by default on Aura platforms". Can you take a look?

Surface synchronization is known to cause some noise in loading metrics. Presentation callback, and child allocated LocalSurfaceIds should fix this and improve these metrics.

Looking at the latest perf numbers it looks like this has fully recovered (and then some)! Marking as Fixed.
