Regression: Unable to copy content of address bar with any consistency, old bug back

Issue description

Version: 65.0.3316.0
Reproduction Steps: 
1. Open https://bugs.chromium.org/p/chromium/issues/detail?id=801587
2. Tab to the comments box to type a comment.
3. Navigate to the omnibox with alt+d and copy the highlighted address, ctrl+c
Expected: The address is copied to the clipboard 100% of the time, and CVox utters what is copied 100% of the time.
Actual: This is hit and miss for me, I would say that copying the address works 25-50% of the time.

I also notice that it is difficult to interact with Omnibox. Search+right, then search+left should focus the omnibox, but it usually focuses something random on the toolbar. It seems as if CV focus is different than the actual system focus. This may also relate to the ability to navigate suggestions. Up and down arrow after typing often don't announce omnibox suggestions.

In m65, I can't reproduce. @dsexton, please file a separate issue for navigation. Keep in mind that ChromeVox navigation (Search+left/right), will move across different elements than tab since not all controls are tab focusable.

Please re-file with more details if you still see this on Canary.
