Version: 65.0.3316.0
Reproduction Steps: 
1. ALt+Shift+S to jump to status tray.
2. Tab to settings button and activate with enter.
3. Tab three times.
Expected: Chromevox would utter a labeled button and its state and description if applicable. 
Actual: Chromevox utters button.

I know that there was a bug on unlabeled buttons in md-settings at one point, and I searched quickly but was unable to find it. If it is still open, please consider merging into that bug. Thank you for all you do.
