Unlabeled button when connecting to WiFi

Issue descriptionVersion: 65.0.3316.0 Reproduction Steps: 1. Enable CVox and navigate to status tray with alt+shift+s 2. Tab to network flyout and activate that. 3. Tab to list of networks, and find one requiring a password. Press enter to connect. 4. Type the password in the password box and tab twice. Expected Result: The button or control to be labeled and uttered to the user. Every button and control in the operating system needs a text label and/or description. This helps me use the operating system with Chromevox as effectively and efficiently as other users without vision challenges, and it would be in keeping with standards set by all other mainstream operating systems. Actual: Chromevox utters button, which is not helpful to the user.

Just reproduced on 70. Looks like this toggle needs a label and needs to be associated with "allow other users of this device to use this network". @Hector, can you please fix or triage this?
