I can't exit fullscreen without exiting out of all of my tabs. I tried pressing escape and F11 but neither work.

Unable to reproduce this issue on reported version 63.0.3239.132 with below mentioned steps.

1.Opened youtube.com,Chrome webstore and amazon.com and used F11 to make Fullscreen
2. Now again used F11 to come out of fullscreen -- Able to exit fullscreen without any fail.

@Reporter: Please check the screencast and let us know if we miss anything. Please provide URLS on which you are facing this issue. This would help in further triaging of the issue.
