Public Session shows "You're signed in!"

Issue description

Chrome Version: 65.0.3316.0
OS: Chrome

What steps will reproduce the problem?
(1) Start Public Session

What is the expected result?
Sync settings screen should not show.

What happens instead?
Sync settings screen is displayed.
 
Any update on this? 

It is marked as a beta blocker for 65, and the beta promotion date is only a week away.

This has been fixed in https://chromium-review.googlesource.com/c/chromium/src/+/885642 and merged to M65.
