cannot launch chrome in two sessions of the same user when using RDP

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. launch chrome in console session
2. set up a new session with the same user using RDP
3. try to launch chrome in the new session

What is the expected behavior?

What went wrong?
chrome doesn't launch because of protection of user profile

Did this work before? No 

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 28.0 r0

Is it possible to make chrome run in different sessions of the same user.

dzy201415@ Thanks for the issue.

As RDP connection setup is not available at TE end to test this issue, requesting someone from Inhouse team to please look into this issue and help in further triaging.
