Chrome doesn't allow dragging when zoomed in to large images

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Open an image that is too large to fit on the screen at once. 2. Click on the image to zoom into it at 100% level. 3. Try to drag the image around. What is the expected behavior? You can drag the image around once zoomed in, just like you can in Windows Photo Viewer. What went wrong? At least there is a scrollbar now, but the functionality to drag the image around once zoomed in is still missing. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? No Does this work in other browsers? N/A Chrome version: 63.0.3239.132 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

Updating component. This isn't about drag/drop of data, but indeed a feature request to change the behavior when zoomed in to *not* do drag/drop but pan the image instead. (Didn't that used to be a middle button thing?)

It'snot clear we will change this. The drag-and-drop functionality takes priority over the panning functionality because it has no alternate pathway, whereas you can always use the scrollbars to pan. It does seem like we could do better, however, so leaving the issue open.
