Chrome print dialog doesn't have an option for double-sided printing

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Open a webpage long enough to require more than 1 page if printed, such as the Chromium Security Brag Sheet.
2. Press Ctrl+P.
3. Look for an option to print double-sided.

What is the expected behavior?
The Chrome print dialog has an option for double-sided printing.

What went wrong?
The Chrome print dialog doesn't have an option anywhere for double-sided printing, so the only way to print double-sided is to print with the system (Windows) print dialog. As in the case of the Security Brag Sheet, it was only 2 pages, so it could have fit on only 1 sheet if double-sided - but instead the lack of the option for double-sided printing would cause it to need to take up 2 sheets of paper (or twice as much footprint on forests).

Reporter@ Thanks for the issue.

Tested this issue on Windows 10 and Ubuntu 14.04 using the latest Canary 65.0.3319.0 and Stable 63.0.3239.132 and by by following the below steps, the observations are

1. Launched Chrome and opened a webpage which has more than 2 pages and hit Ctrl+P.

- On connecting the system to a printer which is accessible - we can see the Two sided option with a check box.
- If the system is not connected to a printer, the two sided option is not seen.

Attached are the screen shots for reference.

Reporter@ Can you please retry this issue by connecting the system to a printer which is accessible and updated the thread with the observations.

If you are seeing this problem when a duplex capable printer is selected in the Print Preview dialog, the issue might be that Chrome is not able to detect that specific printer's ability to print in duplex. In that case, it would help to know what printer and driver you are using.

I frequently open the print dialog before connecting to the printer, so that might be the problem.

@Reporter: As per comment#2 could you please let s know the details of printer and driver you are using. And also let us know if the issue fixes if you open print dialog after connecting to printer. This would help in triaging issue further.
