It seems that some of our chromebooks use a similar line of gas gauges with which we detect whether a battery is cutoff or not. Instead of having copy/paste of detection code in board battery files, we should consider consolidating them in common code.

Boards which use batteries that differ could still define their own detection in their battery.c.

Technically it boils down to the gas gauge being used and not necessarily that it's a smart battery.
