Tabs under settings -> network do not have accessible labels

# With ChromeVox enabled (ctrl+alt+z)
# Navigate to settings -> wifi -> <currently connected network name>
# press Tab to locate tabs for advanced, network, and proxy
# Notice that chromevox says 'button" when they are focused

Expected: ChromeVox should say which button is focused with a text label

Actual: only 'button' is spoken

Another instance of unlabeled buttons under settings from merged  issue 801587 :
Version: 65.0.3316.0
Reproduction Steps: 
1. ALt+Shift+S to jump to status tray.
2. Tab to settings button and activate with enter.
3. Tab three times.
Expected: Chromevox would utter a labeled button and its state and description if applicable. 
Actual: Chromevox utters button.
