Feature Request: Resizing Chrome window keeps viewport same size, but DevTools window expands

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3318.0 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools docked-to-right
2. Expand the Google Chrome window horizontally

What is the expected behavior?
The viewport stays the same size, but the DevTools window expands.

What went wrong?
It's the opposite. The viewport expands, but DevTools window stays the same size.

This is rarely the functionality that I personally want, and it may be the case for many other people. When I expand the window, I usually am doing it to give DevTools more space. So let's eliminate this unnecessary step!

The current behavior is especially bizarre when the Device Toolbar is open, because resizing the viewport only gives you more wasted space - the size of the device frame doesn't change.  Perhaps there should be a toggle to control whether the viewport or DevTools changes size when the Device Toolbar isn't active, but when it is, DevTools should be the default side to resize.
