White bar appears across tabs when selecting URL.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: 1. Highlight a URL in the address bar 2. White Bar appears over tabs What is the expected behavior? URL is highlighted with no obstruction What went wrong? Half of the tab bar is covered with a white bar preventing any interaction with tabs behind. Un-selecting the URL makes the bar disappear. I experience this when chrome is on a second monitor at maximum size only. I cannot reproduce it otherwise. Did this work before? benmcgarry17@ Thanks for the issue. Tested this issue on Windows 10 and Mac OS 10.13.1 on the latest Canary 65.0.3319.0 and Stable 63.0.3239.132 and unable to reproduce this issue by following the steps mentioned in the original comment. On selecting the URL, can see no white bar over the tabs. Attached is the screen cast for reference. Request you to please retry the issue on a new chrome profile without any flags/extensions and update the thread with the behavior. Thanks..

I have just done some more digging on my end and i believe it's related to Chrome Sync and more specifically the syncing of "Open Tabs". When it is set to sync Open Tabs the white bar appears on selection, however when the open tabs option is disabled on sync the white bar does not appear.

Tested the issue on dual monitor setup with chrome 63.0.3239.132 on second monitor using windows 10 with below steps and is not reproducible. 1. Connected two monitors, Opened 63.0.3239.132 in second monitor 2. Synced chrome with valid credentials and selected text in omnibox and no white bar appeared. 3. Now resized chrome, selected URL text and observed no white bar. @Reporter: Could you please check the video and let us know if we miss anything. This would help in further triaging of the issue.
