Codec Not Working as Media Source Buffer

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.85 Safari/537.36

Steps to reproduce the problem:
1. clone https://github.com/zwhitchcox/chromium-bug
2. run lite-server or http-server or your preferred static web server
3. navigate to the web page
4. Open console to see error

What is the expected behavior?
I would expect this to play. The other codecs are working, but this isn't for some reason.

What went wrong?
It gives an error

`Uncaught (in promise) DOMException: The element has no supported sources.`

which sounds like the codec is not supported, but when you open the file in the browser, it plays fine. Also, if I use another video file for this, it plays fine, and I got the codec information from mp4info and changed the codec string, but it won't play for some reason.

Did this work before? No 

Does this work in other browsers? N/A

Chrome version: 64.0.3282.85  Channel: beta
OS Version: GalliumOS
Flash Version: N/A

If you change the mediatype variable to `'video/webm; codecs="vp8, vorbis"'`, and the url to localhost:3000/frag_bunny.mp4, it should play fine.

I'm not a video encoding expert, so I might be doing something wrong though, but I've tried everything, and I think I've really narrowed down the problem for smarter people :)

Tested this issue on reported version 64.0.3282.85 using Ubuntu 14.04 with steps mentioned below and seeing different error than reported in comment#0.

1. Cloned above URL in terminal as  git clone https://github.com/zwhitchcox/chromium-bug
2. Started HTTP server using python -m SimpleHTTPServer 8000
3. Navigated to http://localhost:8000/chromium-bug/ and opened console. Observed is supported true
:3000/videoplayback.mp4 Failed to load resource: net::ERR_CONNECTION_REFUSED
:8000/favicon.ico Failed to load resource: the server responded with a status of 404 (File not found) error instead of Uncaught (in promise) DOMException: The element has no supported sources.`

@Reporter: Please check the video and let us know if we miss anything. This would help in further triaging of the issue from TE end.
