Add UMA tracking for Lighthouse audit categories

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

Lighthouse includes a number of different audit categories (Performance, Progressive Web App, Best Practices, Accessibility, SEO etc). Today, it is not possible to use UMA to track how many developers are checking individual categories when conducting audits.

This makes it difficult to understand whether some audit categories are more widely used than others. To better grok user behavior, I suggest we add UMA tracking for when audit categories are checked. 

We could also look at adding in UMA tracking for when a checked audit is actually checked, run and completed but the "how" of this can be discussed.
