Issue description1. Open DevTools. 2. Open Sources Panel. 3. Close any open files in the Editor pane, so that you can see the placeholder text. Talked with Pavel about linking to the Sources Panel Overview doc from here.

Tested this issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 on the latest Chrome Build 66.0.3330.0 by following the steps mentioned in the original comment. Can observe the Link to Sources Panel Overview in the Sources Tab of Devtools. Attached is the screen shot for reference. Hence adding TE verified labels as the fix is working as intended. Thanks..
