Application tab does not show all Cookie origins on reload, only shows one

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3318.0 Safari/537.36

Steps to reproduce the problem:
1. Inspect <https://www.nytimes.com/>
2. Show Application Tab
3. Expand "Cookies" in the sidebar
4. Reload

What is the expected behavior?
See many origins with cookies (~6).

What went wrong?
Saw only one origin with cookies.

Did this work before? N/A 

Chrome version: 65.0.3318.0  Channel: canary
OS Version: OS X 10.13.4
Flash Version: 

Worked in:
Version 63.0.3239.132 (Official Build) (64-bit)

Failed in:
Version 65.0.3318.0 (Official Build) canary (64-bit)

Other Notes:
• Sometimes the complete list of origins works when first opening DevTools, but it always appears to be broken on reload.

Unable to reproduce the issue on mac 10.13.1 using chrome reported version #65.0.3318.0 and latest stable #63.0.3239.132.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.

1. Inspected <https://www.nytimes.com/>
2. Showed Application Tab
3. Expanded "Cookies" in the sidebar
4. Reloaded the page.
5. Observed many origins with cookies (~6) as expected. 

joepeck02@ - Could you please check the issue by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
