System freezes for up to a minute after openingthe lid while it initializes the wifi network

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36 Platform: 10032.75.0 Steps to reproduce the problem: 1. log out 2.Close the lid 3. Open the lid 4. You will see the WIFI signal going up and down as it is initializing if you touch or try to type the system will freeze until wifi has reconnected. What is the expected behavior? The system should not freeze after you open the lid we used to be able to log into the user right when the lid was opened. This was not a problem a couple of months ago but has become more and more of a problem with each update. This is happening on all of our student devices now. Our school devices are Dell 7310 Dell 3380 What went wrong? The system is freezing up until wifi has initialized a connection. Did this work before? Yes Chrome version: 63.0.3239.84 Channel: stable OS Version: 6301.136.57 Flash Version: 28.0.0.126
