URL bar: Determine if we can use experimental trivial domain-stripping feature

FormatUrl() offers kFormatUrlExperimentalOmitTrivialSubdomains.  This is something we should try to leverage for the VR URL bar.

Typically, these experimental features will at some point be deemed "okay", and the experimental naming will be removed.  We can ping to ask if it's ready for such a promotion, and if not, ask whether we can utilize it in experimental state.
