Scroll back to start position

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/604.4.7 (KHTML, like Gecko) Version/11.0.2 Safari/604.4.7

Steps to reproduce the problem:
1. Scroll down by mouseWheel
2. Stop scrolling
3. Click on scrollbar and drag upwards.

What is the expected behavior?
On reach scrollTop 0, scroll should stop.

What went wrong?
Scrollbar back to initial (drag start position)

Did this work before? N/A 

Chrome version: <Copy from: 'about:version'>  Channel: stable
OS Version: Window 1709

Windows 1709 (latest)
Chrome v.58 on real machine, (v.62) on VM.

I reproduced on Windows 63.0.3239.132 but not on Linux. This looks like the scrollbar snap back logic (see  issue 567968  for details) that occurs when the mouse moves far away enough from the scrollbar. In Edge, this only happens in the perpendicular direction though - the bug in Chrome is that it occurs for the scrollbar direction as well.

This is low pri but should be quite easy to fix. It'd make a good starter bug.
I would like to solve this bug out. Any pointers on where I would be able to find Mouse related events or scroll events in the codebase ? Thanks. Is this bug only for reprodicible in Windows ? If yes then a a person using Mac for development would not be able to reproduce this, right ? I am sorry I am asking a lot of silly questions
