Policy to limit maximum audio output

Issue description

Description:
The feature I envision would allow a G Suite Administrator to limit the maximum audio output of external headphones/earbuds/etc (likely any external audio device connected via , which would be fine).  I would prefer this feature be located under the Device Management > Chrome Management > User Settings so that I could control this by OU.  This feature could function similar to how iOS has it implemented in its Restrictions or configuration available in MDM.

Use case:
If this feature existed, I could estimate average duration of use and set the maximum audio output to an appropriate level allowing the students to adjust the volume output without the need to scrutinize or be negatively impacted by a bad decision.

Motivation:
Kids (students) will be kids.  They are not able to scrutinize what level of audio is safe over appropriate durations of time.  As an adult working in K-12 Education Technology, it is my responsibility to save them from themselves - wherever reasonable and appropriate. 

Existing workarounds:
We would have to find a hardware solution to limit headphones, which would introduce undesirable cost, support needs, convolution and points of failure.
