What steps will reproduce the problem?
1. Launch Chrome , navigate to the above URL.
2. Play the video and click on the seek bar where no buffering is seen and Observe.

Actual Result: The buffered section on the seek bar appears blue.
Expected Result: The buffered section on the seek bar should appear grey.

This is regression issue broken in ‘M-63’ and providing the bisect using per-revision bisect
Good build: 63.0.3226.0(Revision: 504842)
Bad build: 63.0.3227.0(Revision: 505231)

Kindly refer the Bisect-info:

You are probably looking for a change made after 504965 (known good), but no later than 504966 (first known bad).
