Saved website not displaying background images declared in CSS files

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Edge/16.16299 Example URL: Steps to reproduce the problem: 1. Open a website its content contains background images 2. Save the website on the Desktop 3. Open the downloaded HTML file What is the expected behavior? Every image declared in HTML (with the img tag) are downloaded and saved in a directory. The image path is changed correctly and displaying these images causes no problem. The same behavior should images declared in CSS have too. What went wrong? When for example the body elements contains a background image declared in the CSS (e.g.: background-image: url(/img/image.png);) this image is not displayed at all. It should be downloaded and the url should be changed in order to display the background image correctly. Did this work before? Tested this issue on reported version 63.0.3239.132 using Windows 10 with steps mentioned below and is not reproducible. 1. Navigated to Google Images page and saved as HTML page 2. Opened saved HTML page and observed successful load of images. @Reporter: Could you please check the video and let us know if we miss anything. And also please provide sample URL to check this issue. This would help in further triaging of the issue. Thanks!

I made a sample for this issue at http://samuell.bplaced.net/. The image will not be visible if you save the page. (The given sample url is only valid about 30 days.)

Able to reproduce this issue on reported version 63.0.3239.132, on latest canary 65.0.3325.0 using link given in comment#4 on Mac 10.13.1,Ubuntu 14.04 and Windows 10. i.e; On saving page as HTML and opening saved page doesn't show image. This issue is seen from M50. Hence considering this issue as Non-Regression and marking as Untriaged.
