Issue descriptionChrome Version:65.0.3318.0 (Official Build)Revision 193c7425ab494d87b07d70a1df512d58fcd58b58-refs/heads/master@{#528541} (32/64-bit) OS: Win(7,8,8.1,10), Mac(10,12,6, 10.13.1, 10.13.3) and Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://credits. 2. Refresh the page and observe. Actual: Flickering of data is seen on reloading the page. Expected: Flickering of data should not be seen on reloading the page. This is a regression issue, broken in M-63 series, Using the per-revision bisect providing the bisect results, Good Build:63.0.3207.0(Revision:499830) Bad Build:63.0.3208.0(Revision:500160) You are probably looking for a change made after 499931 (known good), but no later than 499932 (first known bad). This can be tested with #enable-mojo-loading enabled/disabled on M63 (the configuration is deleted on more recent versions). The issue is observable both with / without mojo-loading. I attached movies. With LoadingWithMojo disabled, entries below "Android bionic libc" flickers. With LoadingWithMojo disabled, entries below "Material Design icons" flickers.

Hi yhirano, I retested Stable #63.0.3239.132 with the mentioned flag 'Use Mojo IPC for resource loading' both in Enable/Disabled state. And flickering is seen in both the case. Attaching screen-cast for my observed behavior also. Thank You.
