Devtool becomes unresponsive.

Issue description

Chrome Version:65.0.3318.0 (Official Build) (64-bit) (cohort: Stable) 193c7425ab494d87b07d70a1df512d58fcd58b58-refs/heads/master@{#528541} (32/64-bit)

OS: Win(7,8,8.1,10), Mac(10,12,6, 10.13.1, 10.13.2) and Linux(14.04 LTS).

Steps to reproduce:
1.Launch Chrome, open devtools on NTP.
2.Click on Customize and control... icon and go to More tools > JavaScript Profiler.
3.Click on Start button and close JavaScript Profiler tab.
4.Observe.

Actual Result: Devtools become unresponsive.
Expected Result: Devtools should not become unresponsive.

This is Non-regression issue seen from ‘M-57’ build #57.0.2982.0

Note: The above issue is seen since JavaScript Profiler option is added in Devtools.

Workaround: do not close the panel. Long term: the panel is going to be removed.
