Issue descriptionChrome Version: 64.03282.85/10176.45.0 Beta channel Daisy, Candy & Reks OS: Chrome What steps will reproduce the problem? (1)Sign in to user which has Sync Passphrase -> In sign-in screen click on Sync Passphrase Notification and hover mouse pointer on it and observe Arrow pointer is seen instead of Hand Pointer as it is clickable (Please refer Video and screenshot) Expected: Hand pointer should be seen on hovering mouse pointer on 'Sync Passphrase' notification as it is clickable Actual: Instead Arrow pointer is seen This is Non-Regression Issue seen seen from M-55 @Yoshiki: Please confirm the Issue Note : 1.Go to Supervised user and observe 'Supervised user' notification i.e. 'Usage and history of this user....' is seen -> Now hover mouse pointer on it and observe Arrow pointer and it is not clickable 2.Issue is seen on latest M-65 also
