dragend event firing immediately when manipulate the DOM in the dragstart event

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
see in jsFiddle:http://jsfiddle.net/zGSpP/5/

What is the expected behavior?
dragend event should be fired when a drag operation is being ended

What went wrong?
dragend event firing immediately when manipulate the DOM in the dragstart event

Did this work before? N/A

i think this may be a webkit issue,because same work in Edge and Mozilla

Unable to reproduce this issue on reported version 63.0.3239.132 using Windows 10 with steps mentioned below.

1. Launched chrome and navigated to http://jsfiddle.net/zGSpP/5/
2. Opened devtools console, dragged events and dropped -- no dragend even is fired in console. Attaching screencast for reference.

@Reporter: Please check the video and let us know if we miss anything from steps. This would help in further triaging of the issue.

i'm sorry i didn't make it clear.the video below i show you reproduce this issue.in fact,drag the box 3 or box 4, this issue appeared.

Able to reproduce this issue on reported version 63.0.3239.132 and on latest canary 66.0.3328.0 on windows 10,Ubuntu 14.04 and Mac 10.13.1 as per video in comment#5. i.e on dragging box 3 and 4 seeing dragging event fired as soon as we started dragging those boxes.

This issue is seen from M60[60.0.3072.0]. Hence considering this issue as Non-Regression and marking as Untriaged. Could someone from Blink>DataTransfer team please have a look at this issue.
