No text selection popup in CCT

Issue description

Build Number: google/sailfish/sailfish:8.1.0/OPM1.171019.016/4503492:userdebug/dev-keys

Steps to Reproduce
1. Click a news card from Google now
2. Select some text in the page

Expected Results
Context menu pops up

Observed Results
No menu

Number of Times You Were Able to Reproduce (e.g. 3/10):
10/10

Tested on Chrome #63.0.3239.111 using Pixel Android 8.1.0 Build/OPM1.171019 and not able to reproduce the issue by following the below steps;

1. Launch Chrome by enabling the flag #enable-context-menu
2. Launch the Google Now application. 
3. Tap on any of the news feed.
4. Upon redirecting to the news article long tap on any of the image.
5. Observed that context menu is displayed.

Note: For better reproducibility on Chrome Stable #63.0.3239.111, you can verify by uninstalling other Chrome versions like dev, canary.

I marked the original bug as "WontFix" because I opened this bug.

If the original reporter repro'd in 63.0.3239.111, and we're not able to repro in 63.0.3239.111, that means it's not fixed in 63.0.3239.111; it's just not straightforward to repro.

pnangunoori@, it sounds like the bug is about the floating selection menu (the "Copy, Select All, etc." menu) and not the menu you get from long-pressing an image. Could you try long-pressing text and seeing if that reproduces?

amaralp@ -- Thanks for correcting the steps. But, was not able to reproduce the mentioned behavior provided in the C#4. Could you please Disable and Enable Chrome by navigating to Device Settings >> Apps & notifications >> Chrome and let us know the observations.

If the issue is still observed, could you please share the logs of the issue.

Steps Followed:

1. Launch the Google Now application. 
2. Tap on any of the news feed.
3. Upon redirecting to the news article in Google Chrome Application, long tap on the text.
4. Observed that floating menu is displayed.
5. Observed that user is able to use Copy, Share and Select All features.

I can't reproduce this. Do you know if it is specific to a certain article? Maybe the page is preventing context menu events.
I can't reproduce that on that specific site either. Unless we can find a way to reproduce this, we'll have to wait for more reports.
