Chrome is unable to scroll to #section in a website menu option is clicked

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Go to www.merrygolearn.com
2. Try clicking the items in Navigation Menu, see that chrome doesn't scroll to appropriate sections.
3. If you manually scroll, the items are getting highlighted anyway.

What is the expected behavior?
 It is seen that on click on <a  href="#about"> where about is a section present in the site, chrome is expected to scroll to about section. I have connected it with links via Wordpress.
Other browsers are able to scroll it, only chrome isn't doing it.

What went wrong?
Previous versions of chrome was fine with this. I just updated it today. It happens both in Android Smart Phone as well as Desktop (windows/mac). 

Did this work before? Yes Just previous version of chrome I guess. I'm not sure. But in last 1 month, any version you take, try with December's build, it was working.

Chrome version: 63.0.3239.132  Channel: stable
OS Version: OS X 10.12.3
Flash Version: 

I have verified Android thoroughly, it was working fine, until I updated the app today. I also did the same with my friends, and we all were able to reproduce this issue. 
Particularly for my site this is quite important. Please fix this ASAP. Thanks.

Able to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3317.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1.

Good Build: 61.0.3137.0
Bad Build: 61.0.3138.0

This issue looks similar to 797287. Hence merging into that and removing Needs-Bisect label.

Yes, it looks exactly same. Then, you can mark it as a duplicate.
But, as a developer, I'd like to know by when this issue would be fixed..?
All of my clients are getting impacted because most of the phones have chrome in them.
:(
Please fix this ASAP.
