After navigation commits and omnibox is updated, if page load is interrupted (for example, when user clocks on the stop button) before renderer sends the first CompositorFrame, we still show the content of last page for 4 seconds. The last page cannot be interacted with and generally the transition to blank 4 seconds later feels awkward. Firefox immediately shows blank in this scenario and I think it's better if we do the same.
