2] Parent Label (e.g. Proj-, Hotlist-, etc...: Test

Note: We generally avoid creating new component namespaces, unless there is
a new hierarchy that needs to be expressed.  Please try and use existing
label as parents.

3] Description of Label: 

This should be used for bugs filed when we're disabling tests.

4] Please specify what triage practices will be followed for the label.

See go/chrome-disabled-tests (which we need to turn into a public doc).

This will replace the Tests>Disabled component
