Support default home page restriction on Android

Issue description

Description:
Customers are requesting support for the default home page restriction (https://www.chromium.org/administrators/policy-list-3#HomepageLocation) on Android devices.

Use case:
Customers that have kiosked Android devices want to use Chrome to display a single website for their customers to make purchases, browse, etc. Without this restriction, the customer would have to conduct an additional setup step to navigate the Chrome browser to this page.

Motivation:
This will make setup of these devices much easier since Chrome can be auto-configured to display the page and block all other URLs or other settings. 

Existing workarounds:
Customers would need to manually navigate to the page for these devices to complete setup.

Are we talking about Homepage or Startup page?

Apologies I thought that the startup page would also be the home page in this setup. But yes, the first page that is shown on booting Chrome would be the page they would like to configure with a specific URL.
