Update old_chromeos_build_instructions.md and rename chromeos_build_instructions.md

We should update and restore hromeos_build_instructions.md.

See discussion in  issue 799841 .

Making myself the "owner" so this doesn't get forgotten, but it would be a good one for the current gardener to work on.
