Max tcp_socket_pool inside a single tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. create a table with 4 rows and 4 columns
2. inside every cell put a <video>
3. set <video> source to a differente http fragmented mp4 stream example: http://127.0.0.1:<port>/stream. Each stream has a different port

4. play videos

What is the expected behavior?
I'd like to have 16 live stream video playing

What went wrong?
only 10 videos play. after the 10'th video the browser doesn' t open sockets (chrome://net-internals/#sockets).

@Reporter: Could you please share a sample test file/URL which helps us to triage the issue further in a better way. 
Attached you can find a zip file containings:
1) Sc2HttpStreamServer.exe : application (under development, Visual Studio 2017 .NET framework 4.6) that convert rtsp live streams into http streams (used by <video>) 
2) start.bat : batch file showing how to use the application.

Tested the issue on Win-10 and win-7 using chrome reported version #63.0.3239.132.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Extracted release.zip and tmp.zip and kept those in one folder.
2. Opened matrix.html
3. 15 videos showed up but none of them played.

I'm sorry for misunderstanding, I wasn't too clear in my previous comment.

1) Put the content of tmp.zip file in the same directory of the Realease.zip content. 
2) You've got to modify start.bat file replacing rtsp url with one reachable on internet (ex: rtsp://184.72.239.149/vod/mp4:BigBuckBunny_175k.mov). At the moment I'm not able to share my rtsp url due to local network restiction.
3) Run star.bat in oreder to convert a single rtsp stream into 16 different http stream
4) Open matrix.html and start videos

Tested this issue on reported version 63.0.3239.132 with latest start.bat file and unable to reproduce this issue with below steps. Attaching screencast for reference.

1. Extracted both tmp.zip and Release.zip, Placed contents of tmp folder in release folder.
2. Replaces new start.bat file attached in comment#8, Clicked on start.bat file and there opened many Info windows
3. Opened terminal and pressed key from keyboard as prompted >> All Info windows are closed. Now clicked on Matrix html file
4. Clicked on play buttons and no video is played.

@Reporter: Please check the video and let us know if we miss anything. This would help in further triaging of the issue.

Don't close start.bat. You have to keep running all started SC2HttpStreamServer processes  before launching Matrix.html.
Press key on start.bat to stop conversion.

Pretty sure this is working as intended, as we have a per-tab(ish) limit of 10 ongoing requests at a time.

This may be changing in the near future though. +rdsmith for resource scheduling plans with the new network service.

Yep, this is WAI; see https://cs.chromium.org/chromium/src/content/browser/loader/resource_scheduler.cc?sq=package:chromium&l=795.  

While I'd like to see a from-scratch rethink of how priorities and scheduling of requests are done, I don't expect that to happen as part of servicification.  I could imagine if this use case was considered important enough we might find tweaks to the scheduling algorithms to support it, but AFAIK, the use case you describe isn't high priority for Chrome.

One extremely hacky workaround is that ResourceScheduler considers out-of-process iframes as separate "tabs" for the time being. If that continues to be the case this issue could be circumvented by:
1. Enabling Strict site isolation (--site-per-process)
2. Hosting 10 videos per cross-origin iframe 
Huh.  That's interesting.  

yhirano@: One of my big concerns about splitting  the non-body-loading portion of ResourceScheduler into the renderer & network stack was the transition from per-tab to per-frame; if this "natural experiment" isn't causing any problems, that probably means the per-tab stuff could be pulled back into the renderer and made per-frame, which would make refactoring the scheduling logic much simpler.

Just a question:
is the limit of 10 requests valid for webRtc Connection?
WebRTC shouldn't go through the resource scheduler - it is just for URL fetches.

I wouldn't be opposed to having localhost traffic bypass the concurrent download limit.  It is there to reduce bandwidth contention which isn't a problem for localhost traffic.

Once net servicification is in place we're expecting to make the logic somewhat more dynamic and adaptable as well since the 10 limit is somewhat arbitrary and tuned for sort of average connection characteristics.  AFAIK we're not planning on keeping a pending request limit (long-term at least) in the renderer and the plan is to pass the requests through and let the netwoking stack schedule requests at the connection level as the connection characteristics permit (across all renderers).  The bit that we'll keep in the renderer is the logic to delay low-priority requests while we are still loading the render-blocking resources.
