Reader mode infobar doesn't move synchronously with CH omnibox

Issue description

Steps to reproduce:
1) Enable Chrome Home
2) Go to a page that shows the Reader Mode infobar
3) Scroll the page down so that the omnibox gets partially hidden

Expected:
The infobar should move synchronously with the omnibox.

Actual:
The infobar moves slightly delayed, which means it sometimes overlays the omnibox and sometimes leaves a gap where the page background is visible.

This happens with all infobars and has to do with the fact that the toolbar is composited and the infobars are not. Likely what we will have to do is show the toolbar android view while infobars are visible. This will likely be fixed some time after the split-toolbar Chrome Home is implemented.
